Norton: “I did not, and that is not a concern.”
All you need to know, in one sentence, about the racist Eleanor Holmes Norton. She has an agenda and nothing will get in her way of furthering that agenda — facts be damned.
Norton is dismissive, arrogant, condescending, disdainful, lofty. The “stops in the street.” What happens when the “stops in the street” occur in areas that are primarily black? Do blacks not deserve a law enforcement response? Do they not deserve protection by local law enforcement? Or should “those areas” be predominantly ignored by law enforcement and allowed to become lawless war zones?
As I’ve said for years and years: never let common sense, facts, evidence, rationality and proportion get in the way of a good fucked-up administrative decision.
Norton proves my statement.
And Barkley is prescient.

Welp, if the blacks are so unhappy with stops in the streets and so fearful of the police then let them police themselves. Let them organize their own neighborhood watches, let them maintain law and order in their own way. They seem to have this idea that abiding by laws is something they should not be required to do. They act more and more as if they are above the law (I wonder who keeps reinforcing this idea). Perhaps if they tried obeying the laws there would be fewer ‘stops in the street’.
I wish it would be possible to pull law enforcement out of some of these areas for a month or three and see what would happen.
