A very simple political answer: Demorats block it at every chance and point because Demorats benefit from stolen, illegal or magic “additional” votes.
Identification would cut potential votes for Demorats because it would help to reduce voter fraud at the polls.
ID is required for most any general transaction, financial or otherwise, in the US. ID was required to even rent a video back when there were video stores.
Only those people who want voter fraud block voter identification requirements. Voter ID “disenfranchises” only those who wish to be disenfranchised and are otherwise disengaged in any event.

Mexico has several important ID cards.
I know as I worked there and lived there.
They just play “dumbshit” when caught illegally crossing into the USA.
Without all these Illegal Mexicans sending the 15 Billion dollars back to their families, Mexico as a Socialist Republic would collapse in total failure.
And guess what, every one I talk with here these days will RETURN to Mexico to “retire” on the money and pensions, social security, they have earned here in the USA..
